HIV/AIDS Partnerships Uganda AIDS Commission spearheads joint planning for and monitoring and evaluation of the national response. Key stakeholders are periodically brought together to identify key priority areas for the national program and for particular areas of the response. This ensures a shared perspective and focus on a common problem, and promotes ownership of the national program by the various stakeholders. UAC has since 1992 spearheaded the development of the Multisectoral Approach to the Control of HIV/AIDS ( MACA ), a national policy that has served as the basis for developing periodic national program priorities and implementation mechanisms. The National Operational Plan (NOP) for STIs/HIV/AIDS Activities 1994-1998 guided the response for this period, the National Strategic Framework ( NSF ) for HIV/AIDS Activities 1998-2000 succeeded the NOP. The NSF 1998-2000 was revised in 1999/2000 to the current NSF 2000/1-2005/6. The Mid Term Review ( MTR ) of the current NSF was completed in December 2003. The exercise for revising the NSF 2000/1-2005/6 has also been finalized. A dissemination plan for the revised NSF 2004 -2006 is being developed to ensure that all stakeholders at all levels have access to the NSF and understand their respective roles in implementing it. Other national level, programs have been developed in other areas to enhance and/or revive action in specific areas. Examples include the Scale-up Plan and the Political Mobilization Strategy . Besides UAC , other lead sectors, mostly line ministries also develop program priorities that are largely funded and implemented under the particular Ministries.
