Ministry of Water, Lands and Environment (MOWLE):

Mandate:

To promote and ensure rational and sustainable utilization, development, effective management, safeguard of water resources, land and environment for social welfare and economic development.

• Department HIV/AIDS focal points exist and HIV/AIDS sensitisation has been carried out.
• The Permanent Secretary is the overall responsible officer and a Ministry Focal officer has been appointed.
• Donor supported projects coordinated by departmental focal officers incorporate HIV/AIDS activities in their implementation but there is need for strong coordination.
• Implementation of the HIV/AIDS workplan constrained by limited funding.

One area of focus for this Ministry is the integration of HIV/AIDS in Environmental Impact Assessment tools to ensure that the impact of a development project on the epidemic and vice versa is assessed and appropriate mitigation plans put in place before such projects commence
