Country Response

Major Funding Programes

Uganda's response to the HIV/AIDS epidemic has been sustained by resources from various sources that enhanced the country's resource envelope. This tremendous support in some instances is difficult to quantify mainly due to the integration of HIV/AIDS activities in existing structures and programs.

The Government of Uganda has over the years invested in fighting the epidemic mainly through development of structures and systems especially in government organizations such as line ministries and districts and human capacity development. The government has accessed soft loan funding from the World Bank twice: $80 million for the STIP 1994-1998 project implemented by the Ministry of Health and the current 5 year $50million project being implemented under UAC through the Uganda AIDS Control Project. More recently, the government also signed an agreement for grant funds from the Global Fund on AIDS Tuberculosis and Malaria (GFATM). e government organisations receive funding for HIV/AIDS through the Poverty Action Fund
