Monitoring the National response
As the epidemic evolves, the country response is also evolving to match the emerging challenges and complexities of the epidemic. The ever increasing numbers of stakeholders and also resources demand for a sound monitoring system to assess effectiveness, ensure accountability, enhance cohesion and inform policy and programming. Monitoring the multisectoral response has been among the key challenges in the country's response. UAC has spearheaded various Monitoring and Evaluation (M&E) processes including the development of National M&E Plan.
M&E Plan 
The National Strategic Framework highlights indicators for the various priority areas that are implemented by the various stakeholders. A National Monitoring and Evaluation Plan was developed with stakeholder consensus in 2003. The plan that integrates UNGASS global indicators, presents both national and district level indicators, identified sources of data, channels of information flow and feedback mechanisms. The Framework was disseminated to stakeholders at national and district levels through a series of workshops. The revision if the Plan is envisaged after the development of the NSF 2006/7-2010/11
National Strategic Framework for HIV/AIDS - Mid Term Review 2003 
As planned, the Mid-Term Review (MTR) of the NSF 2000/1-2005/6 was conducted October – December 2003 to assess areas of strengths and weakness in the implementation of national priorities, and identify gaps and emerging issues since 2000 that need priority focus. The MTR exercise was conducted through stakeholder consultations on targets set in the NSF and culminated into a stakeholders' consensus workshop in December 2003. Results from this exercise have fed into the exercise of revising the NSF 2000/1-2005/6.

Mapping exercise 
The MTR 2003 highlighted the need to establish the extent of coverage of interventions to identify gaps and areas of duplication. UAC spearheaded a mapping exercise in 2004 capturing stakeholders' interventions from national up to sub-county level. The exercise revealed that though almost all districts indicated existence of most HIV/AIDS prevention and care services, coverage within the districts and service comprehensiveness are still poor. The UN General Assembly Special Session (UNGASS) 
Uganda abides to the recommendations of the 2001 United Nations General Assembly Special Session on HIV/AIDS ( UNGASS ) stipulated in the in the UNGASS Declaration. The UNGASS Declaration of Commitment on HIV/AIDS (DoC) provides specific indicators on which UN member states are required to provide progress reports on to the UN on a regular basis.
Uganda prepared her first report on the UNGASS indicators in April 2003 through consultations with and consensus of partners. The second report was compiled at the end of 2005 as part of the Annual Joint AIDS Review (JAR) exercise.
UNAIDS has also compiled the first global progress report on implementing the DoC from the country submissions. This UNAIDS summary report also provides a quick analysis on implementation of the Declaration.
