>>>>>Ministry of Public Service (MOPS):
The Ministry of Public Service is responsible for the overall management of the Public Service, specifically to build, develop and maintain an efficient effective and motivated work force. The Ministry has a strategy with the mandate to review and incorporate HIV/AIDS concerns within the existing Public service Human Resources Management policies and practices, and develop mechanisms for mitigating the impact of the epidemic on the quality of public officers and their families. Updates:
- Public Service Issues Paper 2005
- HIV/AIDS strategic plan and workplan developed with support from political leadership and department heads.
- A monitoring and evaluation system is in place.
- An HIV/AIDS Committee and Ministry focal point officer appointed. The Permanent Secretary is the overall coordinator.
- Implementation of activities is on going supported by the Uganda HIV/AIDS Control Project (UACP) a World Bank MAP Project.
- Sensitisation and inspection checklists have been reviewed and ergonomic studies have been undertaken. The following are being reviewed: guidelines on application of human resource policies, standing orders, and code of conduct.
- Challenges include: mainstreaming HIV/AIDS concerns in departmental activities, inadequate funding, limited opportunities for conceptualizing and addressing common concerns in the whole Ministry .
