National Programme Priorities

Background

HIV/AIDS was declared a development and security crisis in the country in 2000. AIDS programme and priority setting therefore is subordinate to country's development programmes as guided by the national Poverty Reduction Strategy Paper (PRSP) which is the Poverty Eradication Action Plan

Poverty Eradication Action Plan (PEAP)

The Poverty Eradication Action Plan (PEAP) is Uganda's national development framework and medium term planning tool structured around the following five pillars:

  • Economic Management
  • Enhancing production, competitiveness and incomes
  • Security, conflict resolution and disaster management
  • Good Governance
  • Human Development

The PEAP is the country's Poverty Reduction Strategy Paper (PRSP) that guides formulation of government policy and implementation of programmes through sector wide approaches and the decentralized governance system. Expenditure implications of PEAP are translated into concrete spending decisions through the Medium Term Expenditure Framework (MTEF) and annual budgets

Mainstreaming HIV into PEAP

HIV is a development issue that threatens to undermine the development goals of all sectors. It is also recognized that each sector has different opportunities to respond to the epidemic according to its mandate and comparative advantages. HIV mainstreaming thus refers to "adapting core business to the realities of HIV". The PEAP 2001 stressed the importance of mainstreaming HIV issues into development plans but most reference to epidemic and its impacts were concentrated in pillar 4 of the PEAP 2001, “Enhancing quality of life of the poor'

The PEAP 2004 revision exercise was a dynamic and all-inclusive process that recognized HIV/AIDS as a development issue that should be captured both at sector level as well as a crosscutting issue. Uganda AIDS Commission and the HIV/AIDS Partnership Committee spearheaded dialogue through the HIV/AIDS track of the Crosscutting issues Committee. With support from the Department for International Development (DFID), an HIV/AIDS issues paper was developed with stakeholder consensus to guide interaction with sectors and PEAP revision teams on mainstreaming HIV/AIDS in Sector PEAP Review Papers (SPRP). The following provide more information on the revision exercise:

HIV/AIDS is generally factored in the discussions of the various PEAP pillars but is still mainly addressed under pillar 5. Efforts continue to build on existing strategies to ensure that the impact of HIV/AIDS is considered in the implementation of all PEAP pillars

National Strategic Planning for HIV/AIDS

Uganda AIDS Commission spearheads joint planning for and monitoring and evaluation of the national response. Key stakeholders are periodically brought together to identify key priority areas for the national program and for particular areas of the response. This enhances shared perspectives and focus on common problems, and promotes ownership of the national program by the various stakeholders.

UAC spearheaded the development of the Multisectoral Approach to the Control of HIV/AIDS ( MACA ) in 1992, a national policy that has served as the basis for developing periodic national program priorities and implementation mechanisms. The National Operational Plan ( NOP ) for STI/HIV/AIDS Activities 1994-1998 guided the response for that period. This was succeeded by the National Strategic Framework ( NSF ) for HIV/AIDS Activities 1998-2000 which was revised in 1999/2000 into the NSF 2000/1-2005/6.

The Mid Term Review ( MTR ) of the NSF 2000/1-2005/6 was conducted between October and December 2003. The findings of the MTR informed the revision of the NSF to reflect priorities for the remaining period of implementation. The revised NSF 2004-2006 was disseminated to stakeholders at national and lower levels. The revision took into account environments in terms of changes in the epidemic; changes brought about by increasing availability of prevention, care and treatment services including antiretroviral therapy; reviewed policy, planning and coordination frameworks; and an expanded funding base.

The National Strategic Plan 2007/8-2011/12

The NSF came to an end in June 2006. UAC initiated the process for the new 5-year planning framework in December 2005. The comprehensive consultation process was concluded in November 2007. The final draft of the National Strategic Plan for HIV/AIDS Activities 2007/8-2011/12 will be present to Cabinet for endorsement before official dissemination to stakeholders. Towards universal access to HIV/AIDS services in Uganda

In line with global and national development requirements, Uganda has launched a universal access to HIV/AIDS prevention, treatment, care and support services drive. This is enshrined in the recently developed National Strategic Plan for HIV/AIDS Activities 2007/8-2011/12 . The universal access spirit is also embedded in the Country Road Map towards Accelerated HIV Prevention .

The universal access vision however acknowledges challenges in infrastructure and resource constraints. Implementation of the NSP takes on a phased approach ingrained in the indicators at mid-term and end of term periods as highlighted in the Performance Measurement and Management Plan 2007/8-2011/12.
