UAC embraces the principle of participatory
coordination to ensure shared perspectives on the various
issues of the national programme while promoting ownership
among the various stakeholders.
The coordination mechanism has evolved over the years
through partner consultation to ensure harmony while focusing
on a common problem. UAC and her partners established
the Uganda HIV/AIDS Partnership in 2002. The Partnership is a broad based coordination mechanism that brings together
different constituencies of stakeholders referred to as
Self Coordinating Entities (SCEs). Currently, the Partnership
comprises of 12 SCEs.
The
partnership arrangement encourages participatory coordination,
and facilitates the coordination tasks of UAC through
Technical Working Groups (TWGs) and access to financial
support.
All issues concerning the coordination and management
of the response initiated by UAC or other stakeholders
are discussed through technical working groups (TWGs)
or established subcommittees of the Partnership Committee.
Draft recommendations are discussed in the Partnership
Committee, then the Commission before stakeholder consensus
where necessary
