The mission is to champion Decentralization as specified in the Local Government Act (Section 96-99).

- The AIDS Control Unit is managed by the Under Secretary and has integrated HIV/AIDS in the ministry's budget and work plan.
- Activities are being carried out in 56 districts in the country (to expand to new districts). The ministry has been recognized as a role model in the fight against HIV/AIDS.
- The Ministry, together with UAC spearheaded the exercise of reviewing district coordination guidelines. The Ministry issued the District Coordination Guidelines as policy guideline in 2002
Through the Self Coordinating Entity of Local authorities/decentralized response, the Ministry works with the Uganda Local Government Association to among other issues link national and district responses
