Ministry of Health (MOH):

The Ministry of Health has been the backbone of the country's response since 1986 when the STI/HIV/AIDS Control Programme was established in the Ministry. MoH spearheaded prevention and care efforts pioneering the ABC model that was later picked on by all stakeholders from the various sectors. Through the multisectoral response, MoH is the lead government sector in areas of VCT, PMTCT, blood control, STI management, provision of comprehensive treatment and care services including treatment of opportunistic infections and HIV/AIDS in health care facilities, community and home-based care, palliative care, alternative care, Anti-retroviral Therapy programme, epidemiological and behavioural surveillance and biomedical research.

As a lead sector, MoH is responsible for compiling policies and standards and ensuring quality control in the various areas. Most of this has been achieved through deliberate public and private partnerships. The Ministry has also contributed a lot to the human capacity building efforts for the national response at various levels.

The Minister of Health is the Vice Chairman of the Uganda AIDS Commission and Ministry has a permanent seat of the Partnership Committee.

A recent update on Ministry efforts was presented and discussed during the Joint Annual AIDS Review 2005 technical workshop.
