Strategic Focus 2005/06 - 2009/10
Overall Goal
To facilitate a well-managed HIV/AIDS National Response
that supports timely realization of Uganda’s development
objectives.
Three of the strategic objectives relate to enhancing
the effectiveness and efficiency of the National Response
and the fourth objective relates to capacity building
for the Commission. The management of strategic information
is central to the achievement of the goal and is embedded
in all four of the Commission’s strategic objectives

a conducive environment for managing the HIV/AIDS National
Response based on agreed policies, systems, principles
and commitments.

2. Promote and support coordinated Decentralized Response
Key Outputs:
· Operationalized Coordination Policy guidelines;
· HIV/AIDS mainstreamed in District Development
Plans;
· Functional coordination mechanisms at District
level; and
· A functional MIS on Decentralized Response at
UAC
3 . Ensure effective mobilization
and utilization of resources required to support the National
Response
Outputs:
· A harmonized system for funding the National
Response embedded in the MTEF;
· A National HIV/AIDS Account
