Overall Goal
To facilitate a well-managed HIV/AIDS National Response that supports timely realization of Uganda’s development objectives.

Three of the strategic objectives relate to enhancing the effectiveness and efficiency of the National Response and the fourth objective relates to capacity building for the Commission. The management of strategic information is central to the achievement of the goal and is embedded in all four of the Commission’s strategic objectives

Strategic Objectives

1. Promote and support a conducive environment for managing the HIV/AIDS National Response based on agreed policies, systems, principles and commitments.

Key Outputs under this objective include:

  • A National HIV/AIDS Policy
  • An agreed and operational National Advocacy Policy & Strategy
  • A costed National Strategic Framework for HIV/AIDS Activities in Uganda covering the period 2006-2011,
  • Costed Annual Action Plans responding to evidence-based priorities
  • A National Monitoring & Evaluation Framework for HIV/AIDS Activities in Uganda covering the period
    2006-2011;
  • A robust Monitoring and Evaluation (M & E) System for the HIV/AIDS National Response;
  • An agreed National HIV/AIDS Research Coordination Framework and Plan
  • Annual Status Reports on the National Response
  • An effective and efficient National AIDS Documentation & Information Centre (NADIC)
  • An agreed and operational HIV/AIDS Comprehensive Communication Strategy


2. Promote and support coordinated Decentralized Response

Key Outputs:
· Operationalized Coordination Policy guidelines;
· HIV/AIDS mainstreamed in District Development Plans;
· Functional coordination mechanisms at District level; and
· A functional MIS on Decentralized Response at UAC


3 . Ensure effective mobilization and utilization of resources required to support the National Response

Outputs:
· A harmonized system for funding the National Response embedded in the MTEF;
· A National HIV/AIDS Account


Institutional Development Objective

1. Strengthen UAC’s capacity for coordinating the National Response

  • Outputs:
  • Effective Structure, Systems, Policies and appropriate staffing levels and competencies;
  • Motivated workforce
  • Approved Annual Work Plans & Adequately funded Budgets;
  • Periodic Performance Reports & Institutional Capability Profiles
  • An effective Partnership Model
