Ministry of Agriculture, Animal Industries and Fisheries (MOAAIF):
The overall Ministry mandate is to support, promote and guide the production of crops, livestock and fisheries so as to ensure improved quality and quantity of agricultural produce and products for domestic consumption, food security and export. More than 86% of the country's population lives in rural areas depending on subsistence farming for food and income. Increased HIV/AIDS morbidity and mortality therefore has a direct impact on their livelihoods and the national economy.
The mission of the ministry therefore is to empower the agricultural sector personnel and farming communities to prevent the spread of HIV/AIDS, mitigate its adverse effects on agricultural production and enhance social economic development of farming (crops, livestock, and fishing) communities. Embedded is also a focus on ensuring appropriate nutrition especially for the infected and affected.

- This Ministry has been implementing HIV/AIDS activities since 1995.
- A strategic plan being implemented and the Ministry is focusing on developing an agriculture sector HIV/AIDS policy.
- The annual workplan was developed with consensus of all departments and agencies of the ministry
- There is a multidisciplinary technical committee drawing representatives from various departments. The HIV/AIDS program is coordinated by the planning department supported by a Ministry HIV/AIDS Focal Point Officer. The Permanent Secretary shoulders overall responsibility. Each department and agency in the ministry has a focal point officer in charge of HIV/AIDS issues
- Funding is accessed through UACP. This however does not cover all the needs yet there is no internal funding from the ministry
