Uganda is a third world Country struggling against poverty, heavy debt and disease burdens all aggravated by HIV/AIDS. It is therefore worth noting that despite notable government contributions mainly in the areas of infrastructure and human capacity development and minimal resource contributions from communities, the country would not have registered considerable achievements in fighting HIV/AIDS without substantial financial and technical support from external development partners.

This support has been extended to both government and non-government organizations in identified areas, usually under the guidance of the jointly set national priorities. These partners include members of the UN family ( UNICEF , UNDP , UNESCO , WHO , World Bank , FAO , World Food Programme and UNAIDS ); bilateral agencies such as USAID, DfID, DANIDA, SIDA, NORAD, French Cooperation, JICA, Development Cooperation Ireland (DCI), Italian Cooperation and GTZ; and a number of international NGOs (INGOs) including, CARE, PATH, Plan International, GOAL, Lutheran World Foundation, Save the Children (UK, USA), Actionaid, Concern Worldwide, MSF (France, Holland), World Vision, AMREF, African Youth Alliance (AYA) among others.

Since 2002, efforts of development partners are coordinated through the Self Coordinating Entities of UN and bilaterals and INGOs. Each of these SCEs is represented on the Partnership Committee where they are engaged in discussions with partners from other sectors on the progress of the national response. This forum also provides opportunity to various partners to present their resource needs and for development partners to identify areas to support.

There is no comprehensive picture of how much has been invested in HIV/AIDS activities since the onset of the epidemic.
