National Strategic Plan

The Government of Uganda through Uganda AIDS Commission and with support from the national HIV/AIDS Partnership revised the National Strategic Plan (2007/08-2011/12) for HIV/AIDS and aligned it to the National Development Plan (NSP).

This four-year NSP for HIV/AIDS is a national multi-sector tool for guiding the national response.

National Priority Action Plan

The Uganda AIDS Commission in consultation and collaboration with key stakeholders prepared a Revised National Strategic Plan for HIV/AIDS (2011/12-2014/15).

The plan was prepared after an extensive midterm review of the implementation of the National HIV/AIDS Strategic Plan (2007/08-2011/12).

National Prevention Strategy

The Government of Uganda has identified HIV prevention as a priority in the National Development Plan (2010-15) and set a 40 percent target to reduce new HIV infections by 2015.

Although HIV prevalence during the past decade has been stable around 6-7 percent among adults, the number of new HIV infections estimated to be over 120,000 last year, is unacceptably high.

The Rising Epidemic

The findings from the 2011 National HIV Indicator Survey announced recently are deeply disturbing. The trend of the epidemic is not good at all; and we must be bold and frank about it. The prevalence rates i.e. proportion of Ugandans, age 15-49, who are infected with HIV has risen and now stands at 7.3% (and even higher in women at 8.3%), up from 6.4% in the 2004-05 survey.
